on all things military, what was your -- what was your reaction to the nomination of chuck hagel? this comes, of course, against the back drop of susan rice and the cratering of her nomination. >> sure. the first thing that happened was this enormous and i think pretty unjustified republican reaction against him because if you look at chuck hagel on paper, he is the perfect gop candidate. you know, combat veteran, businessman, earned millions of dollars in the private sector, very successful washington career. was an organizer for ronald reagan. as senator, supported missile defense, defense increases, don't ask don't tell. i mean, right down the line very sort of doctrine supporter of defense. i was pretty shocked to see this huge outcry against him, and i think it goes back to things other than chuck hagel. >> yeah. just maybe. karen, lindsey graham saying this is an in your face nomination. he would be the most antagonistic secretary of defense. sharp words, which probably p r portends something more than just policy disagreements. >> true, although at this point lindsey grah

-by-one. the first one getting attention is chuck hagel for defense secretary. how big of a bat doll you think this is. where do you think it will play out? >> this is the biggest of the five nomination fights we know about. maybe a vote against hagel. few republicans, none come to his defense. few republicans might vote for him. he has a contentious personal background. hard, acerbic and hard to work with. more important than that is the record on the issues. opposed to iranian sanctions. he opposed the iraq surge. defended dialogue with hamas. refused to join in a letter calling on e.u. to condemn hezbollah. he had a pejorative comment to jewish lobby. he has taken stances that indicateed he is less than supportive of the relationship with israel. >> there are two key democrats that could factor in how this goes. one is new york democratic senator schumer. >> he is staying quiet on the fight. talk about the real oppositio opposition. i think there will be some tough hurdles to get over with republicans. but i don't think there is enough democratic fight to stop the nomination. out of loyalty

republican senator chuck hagel to be the next secretary of defense. >> our sources are telling us that is supposed to be in the next few days. the former republican lawmaker, the former nebraska senator chuck hagel has been a long-time friend of the president. when the president was senator travelled together to iraq and afghanistan. but there is already heavy opposition to the selection of chuck hagel if it is to happen, if he is to be nominated, most of it from within his republican party because he was fiercely against the troop surge led by george w. bush and a lot of opposition for comments he made dating back about seven or eight years ago when he referred to the jewish lobby as opposed to the pro israel lobby. senator lindsey graham described this as if it happens to be an in your face nomination. >> we will check back with you later. >>> let's get back to the issue of raising the nation's debt limit. lindsey graham pretty much stated the republican position today. >> if you raise the debt ceiling by a dollar you should cut spending by a dollar that is the way to go forward

if you look at the timing of the rollout, some of his previous nominees. look at the chuck hagel nominee. they've been hanging them out to dry essentially. and for members of congress to have their opportunity to throw shots at them. it's been rather interesting and rare that the transition has been so bumpy, especially for a president going into its second term. but, look, there's still a lot of turnover going into the cabinet. even though the president announce three cabinet members are staying on for a while. who knows if that's going to be six months, a year, two years. we'll see if he's going to nominate more women. i do believe he'll be under immense pressure to appointment the secretary of labor to succeed hill da solis. i want to bring in charlie rangel. congressman. >> to see you as always. first black president. he's getting questions about diversity. are you concerned? >> of course, i'm concerned. any questions are fair and the record speaks for itself. >> if the record speaks for itself, what does it say going into the second term? >> it's as embarrassing as hell. we've been

to see you, chris. former senator chuck hagel, of course, just nominated for secretary of defense, he would be part of this pull-out. he's a guy that was not in favor of the troop surge, has a controversial side to him in that regard. what do we expect from him? >> reporter: basically, michael, wasn't in favor of the surge in iraq, not quite so critical of the surge in afghanistan. it's a big difference. on the surge in iraq, he called it one of the biggest foren policy blunders since vietnam. chuck hagel was part of the planning for the afghanistan surge under president obama. he consulted with the president's national security adviser and when he gave a speech shortly after that surge was announced didn't have much criticism for president obama, said he was approaching the situation very carefully. so that suggests that his position may be a lot more aligned with president obama on afghanistan than it was during the later years of president bush. >> yeah. president karzai, meeting him, he wants u.s. security personnel to stick around after 2014, that's going happen, but he's highly

of the comments lately that folks have tried to rile up about chuck hagel. >> let me ask you one last question briefly about chuck hagel. what do you know about how things are going for senator hagel in terms of trying to win over his critics? what is happening with that nomination? >> i have communicated with him, and he is off meeting members of congress. over 24 senators in the last couple of days. he has a lot of other senators. and he is communicating to them that he is strongly supportive of the shaheen thaemt provides support for women in the military who have been raped, regarding abortions. he says he is really going to be a strong leader inside the military of really dealing with something which is a taboo and horrible subject, which is rape in the military of american servicemen against american servicewomen, and also indicating that he is going to be a strong and adamant advocate of continuing the process of aligning with the repeal of "don't ask, don't tell." so i think all of those messages he is communicating very solidly, and, you know, he is working senator through senator. i'

. there is no limit to your honesty. i am a proud vietnam veteran. i served when chuck hagel and his brother were there. what is it you can see that causes such a rift with the republicans went a democrat chooses a republican such as mr. chuck hagel. he has so much significant qualifications and knowledge of congress. that is the key thing. what: i guess we'll see the objections to a hagel are. i think hagel is a sound choice. i think the president has every right to nominate chuck hagel for this position. some statements he has made in the past need to be aired. my guess is that he will be confirmed by a large margin in the senate. the secretary of defense does not make foreign policy. the secretary of defense plays the primary role of bringing our defense department to bear to the service of the president. most people believe his qualifications are sound. he was a decorated hero, enlisted man in the vietnam war. there never has been an enlisted man like him as secretary of defense. the issues he is going to confront our budgetary issues and how well we can fund the pentagon and how we can cut b

speaking with authority, but is this not another good reason for chuck hagel's nomination because he, unlike so many of his fellow republicans, prefers to act cautiously when it comes to these forays over seas? >> well, two things. he prefers to act cautiously using war as a last resort instead of a rather more immediate choice as had been the case over the last decade, but he's also a big supporter of working multilaterally and that's why he had been so critical of the bush administration in iraq. the problem wasn't necessarily that going into afghanistan too quickly. it was that we got distracted for all those years in iraq and let the situation in afghanistan deteriorate. chuck hagel was right at the time in criticizing the bush administration on this. that's why it has long struck me you would want a man who does not want to rush into warfare as a first resort sitting there in charge of the pentagon. >> right. mike, on a slightly broader scale, are you at all concerned that this president's rightful desire to get our troops out of these entrenched and intractable conflicts, that

that the nomination like chuck hagel, which is fairly controversial, nonetheless is sure to be a winner for him because he's got the power of the presidency at a moment when he feels, you know, it is never going to be more powerful for him and in the rest of the second term. jon: i made that observation the other day because chuck hagel is not popular among some, even in the republican party. so the president gets to look bipartisan by nominating a republican, but it's a republican who doesn't enjoy widespread support or at least unanimous support from members of his own party. >> well, you know, you touched on something among the political pros in washington is much, a point of much conversation. you know he had challenged mitch mcconnell for leadership post while he was in the senate. so mcconnell doesn't have a whole lot of love for him. don't forget, he endorsed john kerry in that nebraska senate race that recently went to a republican. so people don't, of course he was opposed to the war. he opposed the surge in iraq. so the bush administration folks, again they don't have a whole lot of l

president obama's nominee for defense secretary chuck hagel. our guest are steve clemens followed by a look at emerging marths in developing countries. we'll discuss his book break out nations. washington journal, live at 7:00 eastern on c-span. >> if you ask how many themselves identify as lib tarnse. depending on which poll you look at you might get 10 to 15%. if you give people a battery of questions like do you believe in x or y and you track those, depending on which poll you are looking at you get as many as 30% of americans calling themselves libertarian. if you ask are you economically conservative but socially liberal you get half of americans saying that's what they are. just because people say these things doesn't mean they believe them. if you ask most americans do you want smaller government, they say yes. but then if you ask them to cut any particular item on the budget, they don't want to cut anything. so it's not clear if they really believe anytime. based on the best data i have in writing this book i'd say as low as 10% and as high as 30%. lib tarnse if they were lib tarns

hagel and john kerry as part of the president's circle in determining what to do with afghanistan or with the troop levels in afghanistan moving ahead. >> that's right, tamron. and i think that the pressure on the president internally within his own administration to keep those numbers very low will be fairly considerable. last year, we were led to believe that there would be remaining force post-2014 of 10,000 to 15,000. i think today you should probably look at a 3,000 to 6,000 force. but what i thought was interesting about the press conference, tamron, was that while the president described the role of those forces in very narrow terms, continuing the training and doing a counter terrorism operation when needed against al qaeda remnants, what he didn't say was what's the main purpose of having those forces remain in afghanistan? i think it's two fold. one of them is to keep the taliban which will certainly come back in the rural areas and has ready from taking over kabul and so it's sort of a trip wire for that, the way the american forces in korea have been for 50 years to wa

former senator chuck hagel, richard. i've covered him for many years. he was skeptical about the wars in iraq and afghanistan for that matter and if he's confirmed as the next defense secretary, where do you think he personally will come down on keeping a military presence in afghanistan? >> he and i have talked about afghanistan. we've not talked about that particular issue. my hunch is he would be comfortable as are most people in the national security realm, although i won't speak for him, about keeping a residual force. the cost would be relatively small, it would allow to you do some continued training and advising. it would allow to you do limited counterterrorism. it avoids looking like you're pulling out the rug. so in some way it is protects the united states somewhat from the argument that we've quote/unquote abandoned afghanistan although after a decade it's hard to argue that we would be doing so. so the only danger it seems to me is if you have small forces, they often can accomplish a lot and are they there to baby-sit, to use a terrible phrase, a country that's unraveli

[indiscernible] >> i do not know that are is a lot that whoever it is at that time can really do. other than try to be straightforward and open with congress and the american people about what the real impacts would be and not just talking points, but coming out with what the impacts would be. let the people make an informed decision on what is best for the country. that is about the best that any defense can do in any situation. i want to go on. my last slide before we close is to put all of this together. in the next few months, i think it is madness. we're looking at late february and early march, the treasury says that they will be running out of options to avoid reaching the debt ceiling. if congress does nothing to increase the debt ceiling by then, we could be looking at a government default. even if it is not a default on our debt and the treasury says they will prioritize interest on payments, we're still looking at at a default
